From July 2012 to March 2013, Chief Brooks was a policy advisor for the Mayor of the City of Seattle on Community/Police Engagement where she headed the joint Mayor’s Office and Seattle Police Department’s Safe Communities Initiative, which encompassed a series of facilitated large and small group discussions between police and community members discussing public safety concerns.

Since 2004, Chief Brooks has been a consultant with the National Coalition Building Institute (NCBI), an international non-profit leadership development network and has developed specialized training for law enforcement officers and employees. As Director of Law Enforcement Programs for NCBI, Chief Brooks has led a team of international trainers who are providing training in customer service and diversity to law enforcement and communities across the US and internationally in England and Switzerland. She served as the Community Project Coordinator for the NCBI/COPS and Community Program in King County, Washington and Co-Project Coordinator in Bethlehem, Pennsylvania.

She is a consultant with the Center for Children & Youth Justice, Models for Change Project where she is part of a team designing a Washington state specific curriculum for police officers and youth based on the Philadelphia (PA) Disproportionate Minority Contact Project Youth and Law Enforcement curriculum.

During her law enforcement career, Chief Brooks helped develop state-wide policies on Unbiased Policing and on Officer Involved Domestic Violence and also facilitated a multi-disciplinary work group that focused on reducing methamphetamine in Washington State. As a 1996 Atlantic Fellow in Public Policy assigned to the Office of Public Management in London, England, Chief Brooks provided training to law enforcement officials and community members on the topics of Policing for Safer Communities, Policing through Partnerships and From Difference to Diversity.

Chief Brooks attended Western Washington University and is a graduate of the FBI National Academy’s 180th session and the Pacific Northwest Command College. She has served on the boards of King County Sexual Assault Resource Center; First AME Church; Domestic Abuse Women’s’ Network; and Park Lake/White Center Boys and Girls Club. She is a past President of the Black Law Enforcement Association of Washington. the Washington State Chapter of the FBI National Academy Associates, and the Washington State Chapter of the National Organization of Black Law Enforcement Executives. She is a past secretary for the FBI NA Washington Chapter, and since 2007 has served as the secretary for the Washington State Chapter of NOBLE. She is also a lifetime member of NOBLE and the NAACP.
